Are Hurricane Insurance Costs Different in Florida and Texas?

• By Chris Pesek

Yes, hurricane insurance is usually a bigger problem in Florida than it is in inland Central Texas, but Texas buyers still need to understand wind, hail, and flood risk before they buy. Florida has broader coastal exposure, a tougher insurance market, and more pressure from hurricane claims. Texas has serious storm risk too, but the insurance conversation changes a lot depending on whether you are buying near the Gulf Coast or inland around Austin, Dripping Springs, Wimberley, Lakeway, Blanco, or the Hill Country.

The big mistake is assuming “hurricane insurance” is one simple policy. In Texas, windstorm insurance pays for damage from wind and hail, including hurricane-related wind, but how you get that coverage depends on where the property is located. The Texas Department of Insurance and TWIA both separate wind and hail coverage issues for coastal areas, and TWIA specifically covers wind and hail only, not flood, fire, or other risks.

Flood insurance is also separate. FEMA’s FloodSmart program says flooding can happen outside high-risk flood zones, and almost one-third of NFIP flood claims come from outside high-risk areas. That matters in Central Texas because buyers tend to focus on hurricanes when they should also be checking creek frontage, low-water crossings, drainage, floodplain maps, and access after heavy rain.

If you are comparing Florida to Texas, do not just compare home prices. Compare insurance quotes, deductibles, wind and hail exposure, flood maps, roof age, claim history, and replacement cost. In the Hill Country, the risk is usually less about hurricane landfall and more about hail, drainage, creek flooding, drought, and whether the property can actually be insured at a price that still makes sense.
